This is in Windows 8, 64 bit. Windows takes close to an hour to restart, or to turn on after shut down. Occasionally, I get a blue screen error, has something to do with different drivers. The computer shuts down promptly. Mouse is also not working.

An hour!?!
Well, the number one thing that comes to mind is malware. It can also be malware that has changed your browser(s) proxy setting and is redirecting traffic through it servers before "allowing" you to use your own computer.
First, run a thorough malware check on the system. Despite having the handicap of Windows 8 there are plenty of good third-party programs which will handle the job.
Start with CCleaner: http://filehippo.com/download_ccleaner/
Run the cleaner icon then when complete the registry cleaner portion. Sometimes it takes a few minutes to complete. Should take no longer than 10 minutes though
Next onto Malwarebytes: http://filehippo.com/download_malwarebytes_anti_malware
I have a lot of issues with the new version of this, its a lot less robust and quick as it used to be. It also pesters you much more now to purchase the pro version. I would use this program, run it, clean any issues and remove it, lest you be bothered by its incessant nagging for you to pay and propaganda espousing to what a wonderful job its doing for you.
Now, on to msconfig. Be careful with this. The windows 8 msconfig, alleged to be much more streamlined and efficient than all other previous versions of windows is not. You need to shut off any programs that don't need to be started when the machine is turned on. i.e. quicktime, or skype or itunes or any other program that you can't start yourself when you actually need it. Message me or consult someone versed in modifying the msconfig file before making permanent changes. However, this can help speed up a pc tremendously.
Make note of the blue screen error code and post it here. Should be something like 0x000000021 frame error nondescript function or any of one million other errors similar to that. With that blue screen error code, we can diagnose your issue further.

Donothing, I can also ask my tech friend ('Rager for those of you who know who I'm talking about) what might be causing that-can you tell me what the brand of computer is (Dell, HP etc)?

Donothing, 'Rager says to go to the Windows Store and download Windows 8.1-that should fix the problem. If it does not, wipe the drive and reinstall everything.

On my Downloads pictures, appeared lot of nonsense ntuser.dat, ntuser dat L OG1 and different similar stupid numbers, everything starting with ntuser.
I read a lot about this, somebody said is useful, somebody said is virus.
But strange thing is, everything appeared on same time on my Downloads in one day.
I deleted a lot, but some I can't, just can't, because File is open in System.
When I opened system, there was invasion of ntusers.
I have McAfee protection and they recently removed one virus. But did they?

Hmmmmm … Kellie, at least according to the Windows 7 Forum
The ntuser.dat file is the registry file for a specific user (i know this is true for any version of Windows OS too), and every time a new user is created a new account is made … and the old account will still remain. If you just want one of those then deleting the accounts for any you don't use but only those not being currently used.... but be careful.

I'm wondering if the ones you can't delete are locked. If so, those may be meant to remain as part of the registry. Did your McAfee recognize any as viruses or just list some?
